private-ip dependency has a high-severity open CVE

Adminforth depends on private-ip, which has a high-severity open CVE: GHSA-9h3q-32c7-r533

ipaddr.js contains the same functionality - checking if an IP address is in a private range - without any open CVEs. I'm happy to change it out if you're accepting outside PRs.
