Retarget sample and tests to net10.0, bump Serilog to 4.4.0 and Serilog.AspNetCore to 10.0.0, and add a LoggingLevelSwitch example with a runtime admin endpoint to flip the minimum level without a redeploy.

Article rewrite support for csharp-different-log-levels-in-serilog: retarget net7.0 -> net10.0, Serilog 2.12->4.4 / AspNetCore 7->10 (+hosting/file-sink transitive bumps for NU1605), LoggingLevelSwitch wiring + admin log-level endpoint per article. Build clean, 6/6 tests pass.
