Add C++23 interpreter testing and workflow - #20

Node.js 20 is deprecated. The following actions target Node.js 20 but are being forced to run on Node.js 24: actions/checkout@v4, actions/setup-python@v5, actions/upload-artifact@v4. llvm@21 was installed but not linked because llvm@20 is already installed. To link this version, run: brew link llvm@21
